  • Corrective Surgery: These range from fixing cleft lips to surgeries for correcting or at least softening the impact of bone and muscle issues. All are aimed at restoring function or improving the PWD’s capabilities.
    • Costs: Such procedures can range from free through certain government programs to thousands of Pesos for more specialized care. Consultation fees alone can range from a few hundred pesos to the low thousands, depending on the disability being treated.
  • Physical, Occupational, and Behavioral Therapy: This generally comes in two forms: one for helping restore sensory or motion ability in the PWD and occupational therapy, where the PWD is taught how to (re)integrate into general society. This often requires specialists and tailored programs, as each case is different, especially for those with mental disabilities.
    • Costs: Therapy costs can actually exceed surgery costs. Each procedure is tailor-made to the PWD and handled by a specialist. At the same time, therapy programs can continue for long periods. Therapy costs can easily reach thousands of pesos.
  • Assistive Devices. Assistive devices range from simple canes to motorized wheelchairs, as well as software and other technologies designed to support people with mental disabilities.
    • Costs: A simple cane can be purchased for as low as a few hundred Pesos. More complex assistive devices like walkers and wheelchairs can easily set you back between PhP 3,000 and PhP 30,000. Software to assist people with mental disabilities can be freeware or cost a few thousand Pesos for specialized tools, including gadgets.

Known Treatment Facilities

  • Hospitals: Most hospitals and primary care facilities in the country have departments or units that assist PWDs. The Bicol Regional Hospital and Medical Center (BRHMC) in Daraga, Albay, has a dedicated hub for PWDs.
  • Rehabilitation Sheltered Workshop (RSW): The Rehabilitation Sheltered Workshop (RSW), located in Project 4, Quezon City, is a government facility that primarily provides technical and vocational training for PWDs. The facility also provides medical services.
  • Schools: Several institutions, including UP-PGH, offer programs that assist PWDs, often in the course of research they conduct on various conditions. Several academic psychology departments have also recently offered free counseling and consultation services.

Government Benefits and Assistance for PWDs

  • Discounts: Per Republic Act 10754, a PWD is entitled to a 20% discount plus exemption from the Value Added Tax (VAT). Terms and conditions for the discount can vary depending on the establishment and often require producing the relevant ID, but the privileges have been extended to various accommodations, businesses, travel expenses, and even schooling.
  • Local and National Government Assistance. Aside from PhilHealth and other legal and policy provisions, various government offices and LGUs often offer assistance programs like free diagnosis and treatment programs. Donations of assistive devices are also often made.
